MASSCRISCOM
is a project with a two year duration which addresses the need for improved protection of the public and infrastructure and two way crisis communication between authorities and the public. It will build on the high risk conditions in the County of Uppsala, i.e. the main highway and rail transport chains between Northern Sweden and Stockholm, a nuclear power plant, several Seveso sites and advanced biochemical and chemical research laboratories
Existing means for early warning and information to the public will be developed further but emphasis is on the new media, SMS and Cell Broadcast, VoIP and Internet.
To handle critical mass crisis communication and to avoid blocking of 112, a separate call centre and number for exchanging information with the public will be considered. Sufficient but limited information will be provided through a GIS system with selected base stations to enable the citizens in specific regions to take appropriate action. The system will facilitate communication with vulnerable groups and allow for information in the mother tongue of individuals.
The received information from the public will enhance the quality of the situation awareness of the crisis management authorities. This is achieved by compiling and analyzing the received information and improving the capacity for presenting consequences and presumed development of events, including priorities of actions to be taken.
Each organization evaluates how to make use of the common information for its own actions. Advanced information will be distributed through secure channels of communication and general information to the public through available media and press conferences
MASSCRISCOM will analyse and identify the requirements for two way risk communication in defined geographical areas. Demonstrations in Estonia and Finland will be made of a call centre function for handling masscall information exchange and ambulance and disaster medicine managemtent communication, respectively. Final results will be presented in a demonstration and disseminated to other EU countries.
MASSCRISCOM Objectives
MASSCRISCOM will address the need for improved protection of the public and infrastructure and capacity for two way crisis communication between authorities and the public. Requirements will be analysed and identified to ensure communications with emphasis on new media and warning of persons in a defined affected geographical area, including provision of information on adequate action to take.
The objective is to improve reliability of risk communication but also provide means for reaching vulnerable groups and provide information in different languages. To manage mass crisis communication, a separate call centre and number for exchanging information with the public will be considered. The received information from the public can provide an input to the situation awareness. The requirements for the presentation and distribution of advanced information through secure channels and general information to the public from the situation awareness will be analysed and identified
